		<description>Since when does any qualified engineer design a dam that will fail if the water overflows the top of the dam?  The more important question is why didn&#039;t the Corps, years ago, place double sheet piled dams at the entrance of each canal.  The risk of failure along six miles of canal with substandard dams or floodwalls was always there.  Was the benefit of the canals worth the lives of hundreds and $200 billion?  William J. I find that interestingly amusing that nobody in this camera wielding part of the world took a picture or a movie that tells us all the truth - Did the water top the Leeves or Not?</description>
